How many products justify a store?

Repetition matters more than the count. Regular weekly orders and stock tracking need a record.

Do you shut the social shop?

No. Promotion can stay there. The order record should stay with you.

A store does not open by picking a theme. Without products, stock, payment and delivery, a cart is only a window.
