Do we need both iOS and Android?

Yes if your customers use both. If only one team will use it, their devices are enough.

Yes if there is an offer to explain. An app does not replace that explanation.

When does a Northern Cyprus business need a mobile app?

An app is not a prestige line. It makes sense when a repeated job lives on the phone. Otherwise a good website is enough.
