Is an application better for SEO?

No. Search sees the page that explains the offer. A panel usually sits behind a login and is not indexed.

Which of the two is SaaS?

A product opened to many customers is a third job. It lives on the SaaS page.

A site explains. An application does the work. Forcing both into one sentence inflates the scope.
